VOTING - AYES AND NOES At the end of each debate, the House has to decide whether the motion should be 'agreed to' or 'negatived' (defeated). To establish this, the Speaker first reminds the House of the Question in the Motion - for example, 'the question is that this Bill be now read a second time'. She then invites the two sides to express their opinions, by saying 'as many as are of that opinion say Aye - the contrary No'. The two sides then shout out either 'Aye' or 'No', and the Speaker assesses which are the most numerous, saying 'I think the Ayes (or the Noes) have it'. If the other side protests at this, there has to be a proper vote - and the House moves to a Division.
